Kobanê Administration: Government must fulfill the agreement

The Kobanê Autonomous Administration issued a written statement saying that the Syrian Interim Government has not fulfilled the obligations of the agreement signed on January 29 in Kobanê and its surrounding areas. The administration stated that siege conditions continue in the city and that violations against civilians have been reported in some villages.

The statement recalled that more than 50 days have passed since the attacks on the region began, stressing that despite the agreement signed between the Syrian Democratic Forces (SDF) and the Syrian Interim Government, the expected steps have not been taken in Kobanê and its surroundings.

The statement said that practices such as internet shutdowns, restrictions on entry and exit, and the blocking of fuel deliveries are continuing. The statement added: “Some military forces affiliated with the interim government are committing abductions and other violations against civilians in several Kurdish villages southeast of Kobanê.”

The Kobanê Administration emphasized that it remains committed to the full implementation of all provisions of the January 29 agreement and stressed that the government must fulfill its obligations without any delay or postponement.

This includes lifting all forms of siege and obstacles imposed on the city of Kobanê and its villages, and respecting the administrative, cultural and legal characteristics of the region. Such steps will contribute to securing peace in the region, rebuilding Syria, and addressing the destruction caused by 15 years of war and chaos,” the statement said, emphasizing that relations should be established with the people of the region based on partnership.

The statement also said that the interim government’s appointment of a person from outside Kobanê as the official responsible for the region contradicts both the terms of the agreement and the will of the local population. It noted that such steps ignore the region’s unique structure and the heavy sacrifices made during the revolutionary process. The statement said, “The Kurdish people in Syria have struggled and resisted for years; they have defended their land against every force that has tried to ignore their will. The people have made great sacrifices to live a free and dignified life and to protect their rights under the most difficult conditions, and in this struggle, they have given thousands of martyrs and wounded. For this reason, respecting these sacrifices and the distinctive characteristics of these regions is a responsibility that the government must fulfill.”

The Kobanê Administration stated that the reimplementation of the policies of the former regime (Baath) or the imposition of a new order without taking into account the will of the peoples of the region would not resolve the existing problems. It warned that such an approach could make the implementation of the agreement more difficult and lead to negative consequences.

At the end of the statement, it was emphasized that the reconstruction of Syria must be based on the real and effective participation of all peoples and faith groups. The statement said: “On this basis, as the Kobanê Administration, we once again reaffirm our commitment to the implementation of the agreement and to completing the integration process in accordance with the agreed conditions.”

While calling on the interim government to fulfill its responsibilities, the Kobanê Administration also urged the states that act as guarantors of the agreement to put pressure on the government to ensure that the agreement is implemented without delay.
