Video-documented footage published by the Sheikh Maqsoud and Ashrafiah Internal Security Forces showed groups affiliated with the Damascus government converting a civilian service institution (an agricultural building) into a military headquarters and a tank base, where heavy machinery and tanks are stationed and used to shell the two neighborhoods.
The Internal Security Forces said that “militarization of civilian facilities constitutes a flagrant violation of international humanitarian law and a deliberate use of civilians and civilian infrastructure as human shields, revealing a systematic pattern of crimes that cannot be justified or denied.”
