Rubí City Council adopts declaration on protection of human rights in North and East Syria

The Catalan municipality of Rubí has adopted an institutional declaration concerning the protection of human rights in North and East Syria – Rojava.

The declaration stated that “international public law recognizes the obligation of states and public institutions to promote human rights, peace, and coexistence among peoples. Within this framework, the following instruments stand out:

United Nations Charter (1945): Commitment to promoting universal respect for human rights and fundamental freedoms.

International Covenants (1966): The Covenants on Civil, Political, Economic, Social, and Cultural Rights ratified by Spain.

UN Security Council Resolution 1325: Recognition and protection of the role of women in peace processes and in the defense of fundamental rights.

Resolution of the Parliament of Catalonia (October 20, 2021): Recognized the Democratic Autonomous Administration of North and East Syria as a political entity and emphasized that the model of “democratic confederalism,” based on municipalism, feminism, and social ecology, has the potential to provide a peaceful solution for the Middle East.”

Recalling that “since the beginning of 2026, the situation in the region has taken a dramatic turn,” the declaration added that the municipality “expressed support for the principles of coexistence, gender equality, pluralism, and democratic self-governance promoted by civil institutions in the region. All attacks against the civilian population and violations of the Geneva Conventions and international humanitarian law are condemned.”

The following appeals were addressed to the Government of Spain and the institutions of the European Union:

“To promote a political solution that guarantees the security of all communities.

To review military and trade agreements that may contribute to violations of international law.

To increase humanitarian support for civil and community structures.

To explore opportunities for cooperation with civil institutions in the region in areas such as gender equality and local governance.

It has been decided that this resolution will be communicated to the Parliament of Catalonia, the Government of Spain, the European Parliament, organizations in solidarity with the Kurdish people, and the Representative Office of Rojava in Catalonia.”
