Various Parliamentary Groups, in accordance with the provisions of the current Rules of Procedure of the Congress of Deputies, have presented a non-legislative proposal regarding the situation of the Kurdish people in northern and eastern syria and the risks facing their self-government experience in the current political context of the country, for debate in the Foreign Affairs Committee.
The signatories, Mertxe Aizpurua (Eh Bildu), Enrique Santiago Romero (Grupo Plurinacional Sumar), Maribel Equipo (EAJ PNV), Miriam Nogueras (Junts per Catalunya), Agustin Santos Maraver (Sumar), Jon Iñarritu (Eh Bildu), Nestor Rego Candamil (mixed group BNG), Vicent Vidal Matas (Sumar Mes), Marta Manderas (Junts per Catalunya), Gerardo Pisarello Prados (Sumar) and Agueda Mico (mixed group Compromis), urged the government to:
“Reaffirm its commitment to the protection and promotion of the human and collective rights of the Kurdish people, as well as the political, cultural, social, and linguistic rights of all the communities living in northern and eastern Syria, in accordance with international law, international human rights treaties, and democratic principles.
Recognize the political, social, and democratic value of the existing self-government structures in northern and eastern Syria, defending their legitimacy as an expression of the popular will and guaranteeing their effective and meaningful participation in any political process, dialogue, or negotiation affecting the country’s institutional and territorial future.
Promote, within the European Union, the political and legal recognition of the Autonomous Democratic Administration of North and East Syria (DAANES) as a legitimate and representative actor of the north and east of the country, urging the authorities in Damascus (HTS) to accept a decentralized solution that guarantees the existence, security, and rights of all ethnic and religious communities, including the Alawite, Druze, Yazidi, Assyrian, Armenian communities and other minorities, within the framework of a future democratic Syria, and conditioning the financial support package to Syria on the cessation of hostilities by the Transitional Government of Damascus.
Also, within the framework of the European Union, provide humanitarian aid to those displaced by the conflicts of recent weeks.
Adopt an active and firm position in response to actions by the authorities in Damascus (HTS) that, through military pressure, the unilateral imposition of faits accomplis, or the denial of political dialogue, violate the collective rights of the Kurdish people and other communities in northern and eastern Syria, and call for the cessation of any action that undermines democratic self-government structures and jeopardizes a just and lasting peace.
Call for the immediate de-escalation of tensions, the effective cessation of hostilities, and the abandonment of any military means as an instrument of political imposition, emphasizing the need for a genuine, inclusive, and guaranteed process of negotiation and political dialogue as the only legitimate path to resolving the conflict and building a just, lasting peace based on respect for the collective rights of the peoples of Syria.
Defend a political solution based on the recognition of national and territorial plurality, including the Kurdish people, and promote the progressive withdrawal of foreign military presences and of the central government from the north and east of the territory, with security guarantees for the civilian population and democratic self-government structures.
Demand that the management, restructuring, or closure of detention centers linked to individuals associated with ISIS be carried out under international supervision, with the participation of the United Nations, in strict compliance with international humanitarian law and human rights, and that these processes include appropriate measures to ensure that the procedures and conditions applied at all times help prevent additional risks arising from the situation of those detained there, in accordance with international standards and with independent monitoring mechanisms.”
